The reality of Elite: Dangerous is this:
1) You can PvP in any mode, including (hypothetically) Solo. You can fly a ship in a SLF and destroy your own ship with it. There is nothing special about Open besides that you can potentially be instanced with complete strangers.
2) Instance limits are based upon the host computer, not Frontier's servers. It is a Peer to Peer network, not a client server network. Furthermore, the matchmaker tries to avoid instancing people with bad connections.
3) Matchmaking in this game is also heavily influenced by social filters, unlike any PvP game I've ever played. If you have a player blocked, they will still blocked in Open or a Private Group. If a player's omputer can only host four players, those four slots will be preferentially filled by players on their friend list.
This game is set up as a multi-player co-op game, not a PvP fame, and it shows. Sure, it has optional PvP, but it is purely that, optional. Even in Open, a player willing to put in a little effort can block potential bad actors long before they can cause a problem

Concur in all three points you made. Excellent description and summarisation. Which I completely understand. Sure thing, Elite is not MMoish, like SWTOR or Eve etc.
Not in terms of multiplayer/PvP in all its scope and or network technical varying. Etc. etc.
Yet for our little controversy here in the forum, they(the 3 points) are not of any consequence. Why? The antagonism is only occurring between all players possibly able to meet each other. Anyone else is not of our concern in this particular case. They are not of any relevance not part of the context. They are potential. So harmless for now.
However your last point, Elite to be a Coop-multiplayer platform, as such not a PvP focus,
is only insofar correct as it describes a possible stance toward the game, not its
possibilities. Its an
assessment, one can make or have. As such, not in any form questionable, cos highly personal so nowhere critisizable.
Commanders venturing into Open however are regular, for years now, I'll keep my cynical sarcasm in check, appealing here for safety, for punishment, for even more restrictions as the game already! provides - deeply upset and disappointed. Some in a rage. Abusing, calling names. My point is, no offence, their assessment their attitude towards
Open, we only talk about this particular mode not any other, falls in complete blindness, or ignorance or misunderstanding of the full potential Open and its wild ranges provide.
Folks not need to argue silly over names.
Weather or not one calls it a PvP mode is not of consequence lol but the
fact remains, the
fact of global, sorry galactic, danger, PvP, player versus player attacks. If and when you meet a Commander, doesn't matter, if all five minutes or once a month or whatever.
One does not need to like and love it.
Nor does one need to fight back, succumb to your nemesis, die, fight or head over to Dangerous Discussion and cry havoc. (generally speaking not addressed to you)
I for one call this a PvP mode.
