HELP: I can't claim Pilots' Federation bounty

I have been looking all over the internet for a place to claim the bounty, I have tried interstellar factors agents but they do not come up with anything.

If you go to interstellar factors - select legal services (?) - can you not cash-in there?

There is a Pilots' Federation Local branch in Ay Indi (Farkas Dock) which might cash it in for you since you can't get back into the noob-zone.
