Downloaded and installed the new launcher from the FD website. Trying to install the Horizons beta, I get the error message "Server refused to provide installer: Not available".
Can also confirm that the new this weekend Steam launcher doesn't have Horizons beta access, as was expected.

Wait so it syncs files first? Mines at like 0.36 mb/s or is that my pity full down load speed? Ironically being in the UK i have a terrible speed compared to someone in Canada...

Frontier are not the only company that suffers from these sorts of performance issues during peak traffic period. It's a common issue amongst even huge companies - Argos for example had major problems over the week before Black Friday alongside a number of other major online e-commerce sites.
Maybe it implies that these companies haven't done sufficient load testing or stress testing prior to these periods, but I can speak from experience when I say that there are a lot of marketting and IT teams out there who underestimate the value of that sort of testing even in the year 2015. Is it a good thing? No. But it's endemic to the digital space across multiple companies and sectors and will be for several years still. Just give it time and let their network guys sort out the problems their side.

Confirmed -- Steam Version does not include Horizons Beta install option, only 32bit Main Game, and 1.5 32b/64b. (Demo ofc).
Just downloaded the installer again from Frontier site and Horizons is there.
EDIT: Server of course does not allow me to download as there is quite a large volume of people I guess. Frontier please release stats for us stat hungry nerds.
