Modes How to maybe solve one of the problems of pvp in open...

Answer to your question appears to be no. Human's don't fly like the AI does, and the bandwidth monitor makes it obvious if someone is in your instance.

I wonder if FD could make it so we have something like 5 mirror images of yourself flying in a random formation. So folks would get at least a 1 in 5 shot of being the target the "ganker" is after

I practice piracy, I steal goods from traders, I pick up the spoils, I have a "technical" ship, I do fine against full military PvP builds. I'll bring the fight to 'em... I'm not scared... I'm not stupid either... I know when to get the heck out of there...
I fly a FAS to do all that.
Guess where I learned all the skills to accomplish that?
Flying in open and getting interdicted by "Murderers" while doing CG's, missions, and the like....
Every beating was a lesson learned, and trust me, I learned them well.... My hat's off to all of them, they make the game so exciting!!!

So, stay in private or solo if you want.... I recommend you join open, you got a lot of game to learn (now, that's my opinion)
I promise your so called 9000 "effective" armor fas will get schooled by my 1400 armored sheildless fas....

Now that I got that off my chest, I feel better :)
 
Maybe I missed something but I thought this was restriction on military modules not that you were forced to carry something. Doubt you were going to fill that DBX with HRP's

I get confused with the several iterations the idea has had.

Umm! Not stopping them from running just giving an opportunity to fight, quite the opposite.
On the second point...I thought that was what I said "nobody likes the nerf bat heading in their direction"

If the idea isn't to make a trader to be toe to toe with a PvP ship then why would anyone stay for a fight while putting at steak ther cargo and wasting their time?

Good for you. I left open because I got tired of dealing with jerks. Got to love the personal attacks you get from a simple high-wake or menu log. I got better things to do with my time. Note: this was all pre-blocking, and now I just don't care enough to start a block list. And yes, reports with screenies were filed.
 
Instead of creating new problems trying to "fix" Open just make it so people can set their private groups as "PvE only" and damage from players is ignored.


I don't like the idea of having my ship building options limited in Solo to "fix" Open.

No. Instead of bodging the whole matter further and continuing to ignore it, let's actually fix Open! Let's take the now three year old placeholder mechanics, which are now showing how unfit for purpose they are, and make them fit for purpose.

IMHO there's no reason why SOLO should be affected at all by the necessary changes in OPEN. Other than IMHO the C&P (karma) mechanic being applied to penalise the illegal destruction also (ildeally) of NPCs as well as CMDRs.

Pensalising the unwanted more toxic activities. Offering/promoting more easily accessed interesting activies.

C&P karma
Penalise any/all illegal destruction no matter where (eg: even in anarchy).

Proposed penalties can be seen in links below. They are of the nature that if you illegally destroy too many CMDRs (& NPCs?) in a given time frame you start to docking rights to more and more stations

Legal PvP
The game desperately needs to orchestrate PvP, and ideally within more interesting scenarios. Such PvP would typically be (as you've signed up for it) legal (so not with the PvP karma remit).

eg: Sign up for opposing CGs (in OPEN) to get X to Y, or prevent X getting to Y. etc. Or even missions or Powerplay tasks to defend X or attack X.

More Interesting PvP
Ideally more interesting scenarios could be employed such as VIP or convoy escorting/attacking (in normal) space from Nav beacon A to B. Or even full blown logical station blockade mechanics kicked off by the background simulation, PP or CG, again with CGs or missions pushing CMDRs into PvP gameplay.

And it's important to note, these sort of mechanics could be offered/used in PvE scenarios/gameplay too. eg: You get a mission to escort a convoy through an asteroid field. Imagine if you get to do this with a couple of NPC wingmen you can give simple tactical commands too!

Piracy
Piracy needs a lot of attention. The C&P (karma) mechanic will mean destroying a victim is still possible, but doing it too often will mean penalties. Piracy needs a career/status of some sort and the ability to get more profit from stolen goods. Maybe access to otherwise reserved locations?

The BGS could utilite mission to push CMDRs (in OPEN) into each other. ie: Offering trade rewards to deliver something, vs piracy missions to steal said cargo.

The BGS could even offer a carefully controlled number of (legal) kill missions. eg: Missions are given to destroy a ship in a given location with given cargo etc? Thus even promoting given/controlled destruction/risk in defined regions/scenarios.



Ultimately
The game needs to orchestrate and offer a (small) number of PvP hot spots (via CGs, PP or BGS) in Open which clearly are geared towards (legal) PvP. Meanwhile, a sensible/solid C&P karama system reduces the amount of mindless ganking going on for the lolz.

And again, piracy would still allow illegal destruction. But if you are a bad pirate and destroy too many victims (instead of just stealing their cargo), you'll find an ever increasing number of penalties making your life harder and harder.

We're three years into this game and IMHO PvP is seemingly CMDRs making the best of a very limited set of weak mechanics... Time these mechanics were improved!

With regards to C&P, just make it easier to locate active players with player bounties. I'm sure there would be plenty of people that would be happy to hunt down players for legal kills. Then, so the player with the bounty can't drop the bounty by getting blown up, tie it to the value of the ships that the criminal destroyed. They can only clear the bounty when that same value in their ships gets destroyed. Then make the reward something like no less than 50% of the cost of the insurance of the ship the criminal destroyed, and no more than 50% of the insurance cost of the ship they were flying.
