You're not supposed to shoot down people without rewarding cargo or for bounty... There is no reward for that and there shouldn't be one in my opinion.
Why shouldn't there be a reward? I mean, not for killing random CMDRS, but - for example - killing a CMDR from a enemy faction. What is said against that?
The incredible satisfying interaction with other humans is its own reward.
I don't get extra rewards when I leave my house and talk to people either.

This point was brought up in different forum threads about the topic, however if we talk about getting merits, it would still be much easier to just kill a bunch of NPCs for Merits rather than wait for you friend to respawn and find you a hundred times.
camp 9k outside a station, friend docks at station setting spawn point there, buys cheapo ship, undocks, flys 9k in a straight line, gets blown up, repeat.

By the way, there are PvP groups who are quite actively PvPing. They have found a way to enjoy PvP.

I must have missed those threads, but I'll take your word for it. Making PvP meaningful is someone everyone should be for in a multi-player online game imho. Doesn't necessarily mean it should be the most lucrative route out there, but it should atleast have some purpose. Atm it pretty much has none.Trust me bud, just construct a thread asking for a piece of PvP content to be developed, and wait for the complaints to come in that "you should stop asking for content I can't do".

Stations will always be the converging point for ships, which are already in normal space, so no interdictions required. Which makes it a premium hot spot.
That's what I meant those practises will still go on, but with a different context.
I hear EVE is a PvP content heavy game, and I also hear there's much ganking going on there. PvP content will not get rid of asymmetric battles or choke points.

Of course there will be always be murder and of course it will happen at hotspots.
That doesn't mean that some decent PvP content would be a bad thing (and I know you know this already), it doesn't mean decent PvP content wouldn't budge a few gankers over, and the development of content such as bounty hunting will be a clear, unequivocal advantage in the direction of applying consequence to them - which would in turn reduce the numbers because only the murderers that gitted gud survive.
