Again, the difference is what's allowed by the rules and what's not.
The rules allow for confrontation between CMDRs with very few limitations. They don't allow for abuse between players.
By playing in Open you explicitly and tacitly agree to accept the risk that someone may have their CMDR attack and destroy your CMDR's vessel and that you will behave civilly with regard to other players in chat.

You're now conflating PVP with griefing. Using the chess metaphor, this would be saying that snapping your fingers in front of my face while I'm trying to think is a legitimate strategy.

Text comms are a feature of the game. Is it abuse to politely inquire about the marital status of other player's parents, or whether they enjoy the company of farm animals? I don't see why anyone would not enjoy conversation like that. I mean, if someone can't handle casual banter they can just go into solo.

Comm blocking is a 100% REQUIRED feature. Instance blocking, as many people have stated, just changes the priority with which you'll be instanced with that person to the lowest. But you'll still be instanced with them from time to time, especially in busy areas.
Minding my own business in Open, I just got ram-murdered by a certain player. OK, so that's how they want to be, fine, so I blocked them.
I reload - and WHAM - insta-killed by the SAME PLAYER.
If they are blocked, how did they end up back in the same instance as me?

Completely agree on comms blocking. There are some people so vulgar out there that honestly, they forfeited their right to free speech years ago.
Blocking shouldn't affect instancing though.
Respawning in any form usually involves a reinstance, while entering or dropping out of SC, or jumping always does.
They should change it to only affect the blockee's instancing and not the blockers.
