Looking for some sort of base or city building game - slow placed, relaxing

Try Fallout 4. That has a bit of everything you need with the settlement building system, also includes a campaign if you get bored of the settlement management.

Fallout 4, after generous amounts of modding, becomes a truly wonderful settlement building game. The fact that settlers actually come in and use and take advantage of the stuff you build actually gives a sense of purpose to building a base, which to me makes all the difference. Purpose is what I always missed in dedicated base building games like NMS, Empyrion, and others, which is why I never stuck around with those for more than a bit.

Rimworld is one of the best imho. Head and shoulders above everything else apart from possibly Dwarf Fortress which inspired it, and even then, I'd argue that Rimworld's graphics, UI, and just-enough systems simplifications possibly make it the better game in many ways. Plus there's a giant mod scene to it taking it even further. Not on the relaxed side though, and involved a fair amount of micromanagement so maybe not your thing.

For the chill/relax experience, my goto in the builder genre these days is Aven Colony. It's absolutely splendid, and is on the by-the-book easy side of the spectrum.
I particularly like the progression all characters can take.
 
I just picked up "Oxygen Not Included" and I am allready loving it! Thanks @Navigare, good hint. The animations of the "Dupes" are really sweet, I could watch them for hours, just doing theire thing.

Unlike in RimWorld, I have an immediate relation to those littel guys and theire personalities. It's great I don't have to manage each of them individually, but can guide them as a group more easyly.

It's just a lovely design! Now enough, I need to install more toilets, and clean up the mess Abe made - again ; )
It's super cute and lite on the outside but you can build thermic refinery with blocks. There is a rock solid thermoodynamic sim beneath. Wanna disinfect polluted water? Turn to steam and condense again. Afterr sending through steam turbine. It got all a nerd ever needs.
Hm, I never tried flash freezing a dupe...
 
Add a third voice for Surviving Mars - I have managed to terraform my first planet with it which felt quite an achievement. I picked it up as a whim on the last Steam sale and it is my most played game after ED.

Another one to consider is Dawn of Man. Start as a small group of early settlers and build up a village, attracting more to the village, bartering with traders, defending against marauders, etc. Technology timeline is a little off but is a good diversion as well.

I tried Cities Skyline and while ok, it wasn't "personal" enough.

Are you looking for a strategic title (RTS) in particular or is base building your primary focus?
 
Timber and Stone is a decent building game... that unfortunately has been abandoned by its sole developer. :( I've probably put a about a hundred hours into it. It's well worth the $5 IMO... as long as you don't expect further development.

And when we are talking steam punk. There is also Frost-Punk where you build and manage a settlement in the eternal ice of this post apocalyptic frozen world. One of your main worries is to keep your generators running during the cold nights, so your poeple won't freeze to death. The game is well done, but the campaign isn't very long or hard. It's more a game for inbetween I'd say.

I have to wholeheartedly agree about Frost Punk. Well worth the time played even if a bit on the short side.
 
An early access game from a solo developer. Good luck with that.

Lots of promising titles like that out there. They are slow-going and show that a lot of content/features/mechanics are left out due to time, manpower and money issues. Always makes me think what behemoths like EA or Ubiosoft could potentially manage if they did the same. Best of luck to the little guys from me ^^
 
Whilst not a "management" or "construction" game I find myself being wrapped-up for hours in a game called "Don't Starve". By adjusting various settings it can be a wickedly difficult survival test or a more leisurely humorous cartoon. Can't praise it highly enough, pure fun.
