Love the PVP in the game but outside of roleplay or sheer boredom, there's not a single actual mechanic that encourages PVP. That being said, while we have a mechanic for losing bounties, exploration data cargo upon death, those things are relatively inconsequential to how valuable engineering materials are. Plus, players can't steal bounties or exploration data, and if they steal your cargo it's usually not worth much anyway given how easy it is to make money.
Maybe just after collecting the materials they sit in a temporary state in your storage where if you die you can lose them and whoever kills you can take them. Once you make it to a station or carrier they become part of your permanent inventory like normal.
This would encourage PVP in a way that actually has direct consequences and benefits to the players. There are tons of players that either do pirating or just straight up ganking, there might as well be a reason for it.
This would certainly put the "danger" in elite dangerous. And no I'm not saying it should be an escape from tarkov clone. Just want some more intense moment to moment gameplay to keep things interesting.
