I would start with scanning M2M(medium refinery) and M3M(medium scientific) type bases. These are both very easy to scan, no long distances to drive or jumps to make, with fairly simple base layouts.
LU Velorum 1; Bakewell Laboratory, is an example M3M type base.
CMDR DJA has made a bunch of layout maps, and some of them were linked in the original posting.
Basically, the original post is outdated, and any medium security base can be scanned to get MEF now. The bases in the OP are all large size(+++) and take a lot more effort to scan than medium size(++) bases.
