I would start with scanning M2M(medium refinery) and M3M(medium scientific) type bases. These are both very easy to scan, no long distances to drive or jumps to make, with fairly simple base layouts.
LU Velorum 1; Bakewell Laboratory, is an example M3M type base.

CMDR DJA has made a bunch of layout maps, and some of them were linked in the original posting.
Basically, the original post is outdated, and any medium security base can be scanned to get MEF now. The bases in the OP are all large size(+++) and take a lot more effort to scan than medium size(++) bases.

Thanks a lot for this, helped me immensely. The only discrepency I ran into was at Fidalgo Survey in the system HIP 53537, I went there and found instead of a settlement a planetary base (wasn't terrible actually cause I needed to land anyways). I went to the nearby Dukaj Settlement on the same planet and found a settlement that matched the map and everything (got me a MEF). Don't know if the two got confused or something.
 
Has the drop rate of MEF been nerfed?? I have scanned 7 bases today and got 1 MEF.

1 from 7 bases is FAR LOWER than it used to be! This makes the game a pain in ar**

This is the nature of RNG, some days it can be bad, some days it's better.
It's no nerfing, FD has no reason to do a active rebalance of these items atm. Which would happen in 2.3 beta so it's possible to report back on bad issues with a rebalance.

This has been happening since 2.1 launched and it has to do with Elite's sub-optimal RNG programming, it's not actually new behavior. Based on my testing the average drop rate of MEF per base has not changed and is still around 40% of base runs giving MEF. There are some differences between base layouts in terms of average MEF drop rate but this is also not new. Not only has the average drop rate not changed, you'll find that the average yield of MEF per base has actually gone up overall due to having 3X mats added to inventory for every unit of MEF collected from the data point scans, so it's easier now to get MEF out of the bases then it was previously.

Keep scanning and it will all average out. Getting only 1 MEF for 6-8 bases looks low when you just look at those bases but when the next 4-6 bases drop 1-2 MEF units per base (each counting as 3X MEF in inventory) it does average out quite well overall.
 
Given the frequent updates and the link to the ED Pathfinder tool, does one of the mods want to consider putting a sticky on this thread? It's been mentioned a few times and would help having it stay in one place for easier updates.

I am German and I am totally lost.
Am I that blind and stupid not to find the fully written versions of:

UEF, SLF, TEC, MCF, CSD, CIF, OSK, SFP, DSD, MEF, CSF???

Is it hidden somewhere in the document?

"Dja Co-Pilot" mapping service presents the freshest database/list of settlements available for free "data mining" ..ups, scanning in the ED:H universe - the result of the combined effort of the most dedicated commanders and my own investigation - "ED:HS settlements DB - "data mining" for engineers".
This document is a list of the settlements locations/types with a set of predefined filters (or "filtered views" in terms of Google spreadsheet terminology) convenient for different "search-for-materials" goals.
In order to use it a personal copy is recommended, but not required option. However, "filtering capability" - main feature of this list - unlikely would work on the mobile devices.
Using it is as simple as this:

Commanders, please be aware that this list is directly linked to (and affected by) the "data prospecting" settlements spreadsheet. If you like proposed functionality and have some time to spare - please, contribute. Minimum requirements - motivation, google account, personal copy of the above mentioned doc and some 5-6 values to enter after each planetary base visit. PM me if you are ready to share resulting data.

They are the various data types you can get from a data point, which you can find on INARA or in game.

Hi guys. Thank you for help and good list. But your work need a little correction.
I have problems on Kokary - 3 - Sawyer Beacon. I fink you can delete this station from list because:

1) No place for landing near station. Realy, i try to find landing spot half our and spend to many time for it.
2) Horrible landscape. Yes, its true. Just see my screen
