Well, all "working as intended" I see.
Frontier :
We wanted to make MultiCrew as accessible as possible.
What can you say... CQC matchmaking ported right in the main Game and *voila* there's your tiny "I have zero clue who I just let onboard my Ship and I have no idea what's going to happen next" Problem.
Note that they just wanted to make it accessible. They did. 100% Success, no argument there.
Also note that they never mentioned anything about it having to make any sense nor be ever triple-checked for abuse potential (which is the very 1st thing you have to do in ELITE :
Toxic for anything MultiPlayer).
They did think about Credits, though, albeit with mixed results. But they did.
Now it's so incredibly accessible that you're better off
not using it 
(seriously... you'd either have to be a crazy fool or "feeling really lucky" to let complete strangers take control of vital Ship Systems in most typical Configs/Roles)
Disclaimer : I did run MultiPew trials with people I know (Friends list).
- the results were "less than stellar" to say the least. Bug heaven, happily augmented by the well-known P2P "qualities". No more words needed really.
- my own time as a "3rd person Arcade Gunner" I won't even mention. Simply abysmal, I know far better Arcade titles from the mid/late-90's if I want to get that Retro Feeling back onto screen.
