Day one they had a forum on Reddit(?, no idea, but irrelevant, it wasn't in ED officially). They didn't have a PMF added into the game at that time.
We still haven't a PMF added.
FD recognized the procedural faction as our PMF, once PMFs became a thing.

We started our own group forum soon after, and a website, and Teamspeak (at the time, Discord didn't even exist yet). We were among the groups (also mostly supporting procedural factions), that through poking at the completely undocumented black box figured out how the mechanics worked and wrote the BGS guides and shared the knowledge in the old BGS thread and now subforum you're now benefiting from as a current BGS player.
Loads of people and player groups have played the BGS without PMFs, but with procedural factions, and still do. PP BGS plays with procedural factions. Let's see, at least two groups, possibly more, in the Dangerous Games (including, obviously, AEDC), whose pre-selected finalists were all chosen based on the size of their supported faction, were there through the success of their procedural minor faction. Is that ED official enough for you?
PMFs are a late addition to the game, added in on request. Moreover, beyond their name and description (and that no new PMFs can be inserted into another PMF's home system), PMFs are indistinguishable from procedural minor factions. They behave completely the same. The work is the same. They're nothing special in the game. The fact their your PMF and player group share the same name and ours does not means absolutely nothing.
