Based on what evidence? Looks like you’re looking for something that fits your own narrative.
I think the gaming press being so interested in the fiasco of release is more likely to bring a bunch of trolls pretending to be either super satisfied customers or super angry ones (or both) is far more likely than FDev spending money on such poor quality ‘positive comms’. Especially as FDev’s default response historically has always been absolute silence on every issue until it blows over.
Is someone a new player just because they might have recently joined the forum?
Further to that if they joined the forum over a year ago, like the OP, are they still really that new?
I'm not exactly sure how this works, but you do need a Frontier account to play the game right? Is the forum account separate from the account you use for the launcher?
Its the same login if you want, but yes, you have to actively create the forum user associated with this account.
So that means just because an account is new here doesn't mean he just bought the game?
Even that would be possible, I think
But I'm not sure my account is from a time where there was no ED on Steam and bug reports would be posted on the forums instead of a tracker.

I have been playing ED since Sept 2017. Didn't have a forum account until March 2019. Didn't even know the forum existed until the codex didn't tell me enough about Raxxla and Google introduced me to the forums here, if that helps.
Same here, started playing in 2016 but didn't join the forums until 2018.
