So what I would propose, is a powerplay centered CG where players could get double the bonds/merits/influence for killing players from opposing powers which would influence the outcome of which power would assume control of the system. And only in that system would PvP kills count.
Then at the same time, have another CG, in another system where players could run cargo or something to influence the outcome of the "story" or what have you.
By doing this, I think it would attract all the pvpers to the CG that relies on PvP kills and and solo/co op players to the CG that relies on running cargo.
Just an example of course and as Brrokk said, know Frontier, there would be numerous exploits but still, I think it could be fun while not making players like yourself "my content".
