No problem there, if a player decided to double the number then the mission timer gets reduced in turn, after all you can't keep more people alive as long, and the strain on the system would be extra, so a quarter of the basic timer would probably suffice, you have to rush.
Now how to convince the passengers that the more they try to talk to the pilot and crew the slower the trip will be and the more of them that will die.
This is an argument for ship interiors (and better NPC interaction). Depending on cruise time, I can walk back to the hold and yell at the cargo passengers. If my Rep is good and I use soothing tones, I may get a better result. If my Rep is bad and I get abusive I may get a favorable outcome. If I have an NPC I can tell them to do that for me, depending on their rank and how ugly they are, results vary. Failure may mean a reduced mission timer and more demands to take side trips to collect "non-lethal weapons" for entertainment.
Some of the 'business' groups actually want enough room in one economy cabin. I ended up fitting 3 large economy, 1 large 1st class and 1 large business into my Cutter. The highest-paying missions always had 28-32 pax and the economy cabins.
It looks like this hasn't been resolved so I'll add my tuppence worth; based on the screenshots it looks like the minimum cabin requirements might be bugged in that the minimum cabin should be first class? If so, the first class cabin that only has 3 spaces would likely be the problem as those parties can be upwards of five..

Yeh... i know VIP missions are (unless something changed) minimum "Cordial" rep.. max allied. I went to the passenger boards with no cabins and neutral rep to everyone, and had a mix of "insufficient rep" and "incorrect cabin class" messages... so it's inconsistent.
For 34-45m for an evac mission.. that's gotta need allied rep at least.
Is this really a thing? My recollection is that you can split a VIP mission/party over multiple cabins, just that they will occupy the entire cabin (can't put any other passengers in there with them).
I have a suspicion here (based on the credit reward being offered) that the actual bug is the incorrect cabin class being shown in red on the right-hand side panel.

What the OP seems to be hitting is a mission which has generated a number of passengers far greater than the maximum cabin size for that class. Passenger mission rewards like this rely heavily on the number of people... at 35-45m, that's a lot of people needed. The only other variable is distance, but as this is an evacuation mission, they are all to the same destination.
So for this i focused on a VIP mission which called for an Economy cabin for 7 people. I got the following results:

So yeah, looks like a change in Odyssey (or in an update) is that you can't combine cabins of the same class for a single VIP mission (Which, I seem to recall was the case in Horizons... like so many other things...).. Someone with Legacy Horizonswant to check?
I'd suggest OP report a bug (or submit a support request) as, if that's a limitation, VIP missions spawning with passenger counts higher than the largest cabin shouldn't happen

Just a few days left to go with AX pilots giving you a bounty when it would make more sense for their “report crimes” flag to be off - another 4 confirmations should keep the report from expiring.
