Raid missions (exterminate members of a faction X)

I've got a mission (RAID) that I need to exterminate members of a faction in a system.

In the description they say that I need to find them in settlements.
I've been in all, and didn't find any member of the faction.

Does anyone figured out how to complete this mission?
 
I can find them on there. I went to a new system to check the settlements again and still they were not at any of them. I should say I also went to where the Raid told me to go and there was nothing again.
 
Yeah, I was in Tabit trying to exterminate the cartel there. I flew to the only settlement they controlled, and killed the wanted marauders there. Guess what? Lol none of them were cartel, apparently.

Probably the new "hunt down x faction pirates" missions that aren't worth doing.

I've been going out and in the system and visiting every settlement and find no one from the faction. :(
 
Have you “scannedl” the people you’ve encountered? granted anyone I’ve scanned doen’r give much info but may “trigger” something

Yep. They all had bounties, but I admit I wasn't paying attention to faction. I tried to do it twice at the same location. The first time with the SRV, the second time completely on foot and using the new scanner thingy on them after clearing the area.

Also I noticed if you kill dudes with the SRV, their corpses despawn as soon as you step out of the SRV. That was a weird discovery.
 
Oh, good. I'm not the only one. Has anyone found a fix for this yet? I thought maybe restoring power to the settlement (the ones I've visited all seemed to be abandoned) and was able to do it a couple times, but still didn't seem to have any effect.
 
I think the problem with these missions may be that criminal factions seem to always be in negative states that shut down their settlements - as noted above, you might go to the correct place but find it empty except for scavengers.

You have to be careful and ensure that the target faction actually owns a settlement.
If they don't, you might try finding them at random POIs. This works especially well if the target faction is a criminal faction.

It would be nice if these missions could just be merged with mayhem/massacre ship missions, so they could be completed on ground, air, or in space.

It would also be nice if these missions gave you populated horizons-type (or odyssey-type) POIs to go shoot people at.... just in case.

Then again, it would be nice if someone at FD had thought "Hey, what happens if someone goes to a ground CZ and just starts shooting missiles at it???", but then we don't want our expectations for the game to be too unrealistically high now, do we?

Yes, this is the issue. They're generating incorrectly. They should be generating for settlements owned by opposing factions in neighbouring systems, much like the massacres in our ships are generated. They seem to only generate from where the opposing faction has a negative state, as you've correctly surmised. And this does mean that they will exist in the target system but it'll be in active and so empty of any targets.

It's a bug (or maybe it's an oversight that just doesn't work very well)

Avoid these and just choose the massacres or raids that give you a specific settlement target. They all work pucka.

Here's the problem - I think that this is the ethos of the Elite player community, and I think it harms us in the long run.

We find a bugged mission type or mechanic, one or two people go and write a bug report, everyone else just shrugs their shoulders and says "Eh, I'll just avoid that mission template until it's fixed". Frontier then looks at their numbers and says "Well, nobody really runs Kill the People missions, but hot damn do they love space truckin!"

And just like that, nothing ever gets fixed in this game.
