As a random pack, Zookeepers could genuinely have a shot at being first. No weak animals in my eyes (a trait it shares with Grasslands, North America, and Arid) and several really important ones, but simultaneously as a final pack it's impossible to get excited about. Maybe I'll soften a bit once we see more of the other animals and I start seeing them incorporated into zoos, but as it stands idk. It's either going to fall below Arid or right at the top with no real in between.
Edit: actually maybe the moose is a weak animal, I definitely wouldn't have included it
