You could fight against the federation in literally anything and still not be wrong.
I'm a mercenary, gun for hire. I fight for whoever pays in interesting goods, don't really care who I am fighting.
According to Inara, I would be in the top 10 CMDRs with 377 million. In-game but only at top 10%. It's a shame I could have used the 60 million 
That's normal for CGs for data/bonds/etc that can be banked up without restriction. Once it looks like the CG is wrapping up, you get a final stampede as folks rush to cash out before the window closes. Often that ends things, although there's been a few CGs that just stalled out after that because everyone turned in what they had and it wasn't quite enough to hit 100%.

Yeah me too. I decided to park my corvette and dust off my krait and slapped on 2 hammers & 3 pacifiers that I got while waiting for EDO to get better.
Much more fun compared to shield tanking everything. I actually have to fly now.
I did it mostly on foot. Had I made the last turn in before it ended, would have made it to top 25%.
