I'm not sure that CIG promised no loading screen. They have achived it and are proud of it but I don't recall they promised it.

We all know what CIG's "promises" are like; I say it in this or that video, in this or that interview, in this or that convention... I repeat it a thousand times, but I never "affirm" it... .so if I don't make it, it's not my problem...
Going deeper into the ToW topic.... I will accept what you say about it being something "secondary" but; what is the reason why, after 4 years, and after saying that it only required a little work, we don't have it in our hands?
Logically we can only speculate, because beyond the AMA they did in mid 2020, we have little more official information.
What do you think is the main reason why ToW has not been published yet?
After the sample at the 2019 Citizencon, the Evocati test, and from what they say in that AMA (

Could it be that, after these 4 years of delay and the total silence since 3 years, really CIG is INCAPABLE to make ToW? It could be, couldn't it?
And, beyond ToW being a major or minor thing, doesn't it worry you as a developer and fan that CIG is INCAPABLE to complete and publish ToW?
I remember it in case someone has forgotten; According to CIG itself, ToW was something simple and fast that a small group of no more than 10 people (from the same AMA: Team of people specifically dedicated to ToW is very small. Total team size of 10 consists of 4 designers, 2 engineers, 3 artists and 1 producer...) was going to do in a few months, without causing delays in SC/SQ42.
Aren't you worried that not being able to publish something SO SIMPLE shows that there are things about the engine, the servers, the core of the game, that really prevents them from doing something as easy and limited as ToW? Aren't you worried that it shows that really a lot What CIG has promised for the PU cannot really be achieved either because CIG has made bad calculations, and/or because the engine they are "developing" does not really allow them to achieve their dreamed goals?
Ok, it's secondary... but the fact that it may never come out is a very bad issue, don't you think?
