As I see it anyone who can meet the requirements can own a fleet carrier. It might not be easy for a single player. Squadrons and groups could probably use them much more efficiently but never propose ideas where only Squadrons can own them. Players deciding how other players should play is the worse aspect of the Elite community. Don't even go there.
