Besides would still leave open window for lets say dishonest blocking. Block most of your opponents and things go smoothly.
Sure would. But thats much less of an issue since it puts it on the player to do it manually per individual. And of course block functionality is important to stop actual harassment and griefing that breaks tos.

The premise of your question is flawed. We're discussing what would make the PP mode better. Nobody is enforcing anything. What are you talking about lmao

Noting that the pro-PvP lobby have been lobbying Frontier on the topic of PvP gating one or more game features for over a decade now.

Yeah frontier is notoriously slow about correcting any mistakes they make, and not to mention their infamous "well this thing isn't used much, so why improve it" when the reason it isn't used much is because it needs improvement.

Odd then that Powerplay has just had a significant rework and, although the topic of Open only was raised as a possibility seven years a ago, that Frontier chose not to PvP gate it....

Yeah I was around for all that discussion. Unfortunate they made the wrong choice, resulting in the same issue still being present.

I have met a CMDR flying a murderboat who thinks nothing of destroying anything weaker than themselves and have been sent to the rebuy screen by them. Even within a station they destroy, knowing that they can escape station retribution and return minutes later cleansed of their crime to do it all again. No communication, no reason, except that they have a powerful ship and you do not. Fun for them, but not for their victim.

Blocking is also there so that you do not have to play with others that you do not want to play with. For whatever reason. Even if another CMDR does not attack you, they can still spoil your gameplay.
 
Yes Ive never disagreed. Don't see how it relates to powerplay though.
Easy to implement lets say I have nice squadron doing PP. Send some people to do intelligence gathering run. Okay have this kind of opposition, these and these commanders are actively opposing. Okay implement mass block. Now do your stuff with way reduced opposition.

Yes, I think this makes it more likely that anything artificially limited to Open won't work (sadly IMHO) because it's quite easily exploitable.

It would require a lot of work to think things through in terms of game design and I don't think that is FDEVs strength
