Of course any somewhat experienced ganker knows that at 1 to 1 getting kill against G5 Cutter if it does not fight back is basically nil, somewhat better if you get more to join, but that takes some time that Cutter pilot is not going to give to you. So it gets pretty peacefull.

It may be that, as there seem to be fewer PvPers (going by what one Dev said some years ago), it is more profitable to woo PvErs rather than PvPers.
They aren't mutually exclusive.

Basically PVP playstyle as long as it is not by consent is tax on PVE. And pretty many PVE'rs are not wanting to pay that tax. PVP'ers need targets. Many of them preferably easy targets.

For some being subjected to a PvP encounter is a tedious and predictable waste of limited game time. The best outcome is no time wasted other than the interdiction and escape. Every other outcome wastes more time.
Plus the fact that those who hog all the fun for themself aren't fun (for some) to play among.
I case the nuances are lost on you, a game being a PvP game, a game allowing PvP and a game having optional PvP are very different things.

My god Robert. If you are seriously participating in powerplay, and into PVP, you are logically also going to be playing the rest of the game. I know you like to act intelligent so don't play dumb for arguments sake.
If a game has PVP it is a PVP game. In case the nuance is lost on you, a game can be many things.

Players can "seriously" participate in Powerplay without following any of the instructions issued by the various self appointed groups that have formed. There's no need to communicate with others to engage in Powerplay.

Offering possibilities for optional PvP does not mean that it's a PvP game for those who eschew PvP entirely.

By playing the game while pledged, as the number of activities that count towards PP2.0 has increased somewhat compared to PP1.0.
