Like getting sent to the rebuy screen reduces our enjoyment of the game.even when things that are damaged aren't load bearing, they still reduce the overall value of the house.
The main reason we want people in open, is so that when we actually play the game (powerplay, BGS, being big ones) there's actually interaction. That dynamic interaction is where this game shines. We're already limited by instancing, timezones, the size of the galaxy, etc, so anything where when actually playing the game you find yourself in those dynamic situations would be a welcome change. it would incentivize more cooperation within the game too, and when that happens organically is when the game is at its best.IMO PvPers want everyone in open and no blocking so that they can send us to the rebuy screen. When you meet some other CMDR in open, you have no idea as to what their intentions towards you are. They could be friendly, they could be indifferent to you. Fine. But you cannot tell those from those that are simply out there to send you to the rebuy screen. This imo leads to less organic co-operation. Actually you can tell very easy. First scan them, check their modules. Will tell you really fast what kind of build they have.
