A C4 shield on a Cobra is about half as strong as an A3 on a Viper.
I don't think any such correlation needs to be made.
Each SCB seem to restore a fixed amount of shield strength based on size/class, while different ships have differences in shield strength, even when they have the same shield generator module. I don't see a problem with this.

You don't really care about units, you can see that class 6 shields have 14% more capacity than class 5 shields.What do those numbers in that graphic mean?

As far as i can see 6 is always better than 5
In practice/experience its definitely the case also.
There are no class 4 internal compartments in ASP, so it's not an option.The benefits get smaller above optimal hull mass, but are still there. Question yourself, if you want to give up cargo space for diminishing returns.
For a trader Asp, I would go with 4A, potentially with an additional 3B Shield cell in case you hunt from time to time.
For a combat Asp, go for 5A with 4B shield cell. ->Cargo space 24t less.

Yes, but it wouldn't make any sense, because 5D shield generator is lighter and more powerful than 4A one.You can put a class 4 internal in any slot class 4 or bigger. You could put a class one internal in a class 7 slot if you really wanted to.
