I managed to get around the whole nebula chain shortly after they came in with around 22 LY range. I only had to use range boosts once - when getting out from below Barnard's Loop into Col 69 to carry on heading outwards there's a gap that's a little bit bigger than that if you look for it. The way in, it was mostly just a matter of going down far enough that Col 70 didn't interfere. In answer to the question, my conda's jump range at the moment is rather.... lacking. 17.5ly. I hadn't known about the Great Wall of COL, so I didn't think there would be an issue if I came out here.
We certainly had some ships on the Crab Nebula Expedition with ranges in the 17.5 LY sort of area, and they had to take a very long way round - they could still get into Barnard's Loop, but getting past it required about a 1000 LY detour back towards the bubble and then out round the east side of it. We didn't go to Witch Head, though.
