In order to support the galactic privacy and security treaty of 3301 and in accordance with the galactic insurance ombudsman and financial underwriting agreements of 3302, all Frame Shift Drives and Planetary Landing Suites require a certified activation chip to be fitted (specialised bits of tamper-proof hardware which can only be obtained from the Pilots Federation). These devices expressly prevent jumping into permit locked systems and/or activation of the planetary landing facilities on planetary bodies not currently covered by the manufacturers warranty, specifically, for recommended ranges of tolerance for hull stress and control instability.
Psst - OK, it's not strictly "lore" - I just made it up - but it'll do!
See, I think that can all be related to your previous post, about Universal Cartographics.
I like to think that we are all, basically, at the mercy of UniCart to help us fly around.
We're all flying ships which use the UniCart database to plot jumps, provide information about systems and data about what's in those systems.
If somebody comes along and pays UniCart a heap of credits, they can permit-lock a system in their database or, perhaps, remove it completely.
When that happens, you're flat-out not getting into a system because the UniCart database won't tell your ship how to get there.
It might be nice if this could be expanded on, in-game, somehow.
Give people tools and modules which allow them to navigate "manually" and put stuff in the game which can only be found by using those tools rather than relying on the UniCart database.
