Space is really, really big - and the vast majority of it is devoid of not only other players but NPCs as well - so is only "dangerous" in tiny a portion.Yes, that's the reason for the proposal.
In this way, whether Solo, PG or Open, you face the fullest consequences of your choices. Otherwise space isn't actually dangerous, it's just really, really big.
If PvPers gank too hard in HighSec systems, they get an ATR response.
If PvE'ers cargo too hard in LowSec systems, they should get a similar response, though there will obviously be less "Warning, Shield Generator Attack" notifications.

As with the open only BGS suggestions, making one mode more fun for one group will detract from another. At this stage of the game's life FDev would be wisest leaving it all alone.
That's not to say we shouldn't have some tweaks to crime and punishment. They just need to not make currently allowed playstyles impossible.

Where does the money go? If it's a bounty just get it collected by a friend and do the same in return. If it's more than the bounty, only visible to the player, that feels a bit contrived.
I'd like more consequence in this game but I think this would need some more balancing. As much as I take a dim view of the attitudes of a lot of the PvP posters in this thread I do believe it should be possible to attack other players in non-anarchies and get away with it. Just not at all easily in high security systems.

I mean this does not make crime impossible. You can do that. You just either need to do your crimesprees where there is no law, or do not get caught, or have deep pockets.

Typically that would run people flying some meta even in solo. Or you need some heavy balance tweaking for all ships.Pristine Rings in Lowsec systems, close to markets paying above the Galactic Average would seem an obvious spot for a portion of that danger would it not...? Pirates have Galnet too.
Also seems like the perfect way for Harmless pilots in their 100 Million CR newly outfitted Type 9's to gather some experience of the practicalities of flying it.
