I played Elite dangerous on Xbox when it was on game pass, but now its not on game pass, and i have a save file for elite dangerous on my xbox account but i technically dont own the game. I also own a copy of the game (along with odyssey) on pc. Am i allowed to make a second account using my xbox account or is it against the rules?

Hmmm you can transfer the account, I think... but you must buy a new copy of the game to play with it.
Probably this, but I would take this to Frontier support - not the issue tracker, open a support ticket. They are very helpful and usually very quick to sort things out.
