Personally, I think that China and the U.S. should be jointly demonstrating their missile defence systems. To listen to the generals talk, the announcement blindsided them, which seems fairly typical of Trump's tweets. I 'm sure there was resistance to this that wasn't expected, even though there is a lot of popular support for it especially after the NDAA vote failed a couple weeks prior.
