Turn on power mission, power already on?

How are you "resetting" them? I have done the Super cruse way and go back, and all mats are gone. I have gone to totally different system, and the same thing. NO mats! Like someone beat me to them.
If this is true. I am done! Not grinding the way, the FDevs want to force me to.

Still my question remains. How are you resetting the settlement?
If you check the data ports and it shows the message of no data (I don't recall the exact message) then the instance was not reset properly. If you get there and the data ports show downloaded items already greyed out with the down arrow, something fishy is afoot. Normally if I get to a settlement that has been NPC raided (power out), there are mats outside of the containers but the containers themselves might be empty in many cases.

Also I think you need to find the settlement without having the mission, since once you complete the mission you won't have the same situation upon return AFAIK.

Either way, if you just need the mats and you don't want the grind, PM me what you need and I'll set you up on my carrier to buy them, at a low price.

Ok, what I was doing was I attempted to do a "power up" mission. I got one that was already with power and the security was not happy with me being there. They killed me like I was some kind of trespassing interloper. All I did was look into the power station and see it was on. Then turn around and attempt to leave. I don't even think I crossed the red banner. For my trouble I landed in prison and a bounty of over 100k. Then every time I showed up somewhere. I was treated like a criminal. I had to search for a place to pay the bounty. Get the price off of me.

Then I had a power cell that I could use in powering up abandoned settlements. That is what I did.
I found the only 2 systems in the whole galaxy that were in the state of recovery after the Thargoids were destroyed in that system. I started looting and it was good loot. Then I logged out and went to bed.
The next day. I logged in and NO LOOT anywhere. I even went to the other system that was in recovery and NO LOOT!
I just do not understand how it was all wiped out for me. But others have no issues with it. Makes no since.

If the system has power to the main door, the regulator is installed. You don't even need to go inside. In fact if there are guards (not scavengers) there, the base has power.

Logging in and out doesn't reset the instance. You can only reset the instance by jumping into supercruise and back out again. This was changed to prevent people from farming sites for materials simply using relogging. You can still use that relogging mechanic but you'd need to have a mission and I believe it's only for satellite crash sites or hidden cache sites. So if you want to reset an instance, you need to jump to supercruise. I've never tried to reset a power recovery settlement instance and I have no idea how they work across the different game modes of Open, Solo and Private group, if they even affect the other modes.

No one can relog and reset the settlements. They must jump to supercruise in their ship then drop out and return to the settlement. Even then the RNG sometimes creates unimpressive material drops. If you're seeing people on Youtube do this, the video is old and information is obsolete.
 
Are we talking about AX restoration missions? Don't they go away once enough work has been done?

Maybe try after tomorrow's tick at the new systems/settlements that will be available starting tomorrow.
 
I get the impression that Sandman73 is trying to do too much too soon. Jumping into the more complicated aspects of the game rather than starting with the simpler stuff. It may be the desire to gather lots of mats quickly and easily and is causing frustration with the lack of progress which can lead to fast burnout. It would be helpful if a better idea of what suit/weapon upgrades and mods were being worked towards, and whether the Caring/Sharing thread has been checked.
