I would love an exhibit animals pack, which introduced new sizes and shapes of exhibits, the capacity to alter the contents of the exhibits (so, say, you could have either Africa, Southeast Asian or South American plants in the tropical exhibit), the ability to 'turn off' the exhibit boundaries and turn them into a null barrier and of course include plenty of new exhibit animals - the reptile and bug houses in zoos I visit tend to have more species than anywhere else in the zoo, which could be better reflected in the game. Maybe it could also make managing exhibit animals easier - you set the number of individuals you want and it automatically removes the excess as they breed; certainly not many invertebrates would be micro-managed as much as they are currently.
Perhaps even more unpopular, I would genuinely love an 'Asian Small Cats' pack, with the Asiatic golden cat, fishing cat, Pallas's cat and sand cat. Or make it an animal pack, and add the mainland leopard cat, caracal and jungle cat, with the panther crab as an exhibit animal.
I would also love a 'Ground-Based Birds' pack. At this point, I almost think I would rather this than a flighted bird pack - I simply prefer the ground-based birds like gamebirds, waterfowl and crowned pigeons to many of the flying birds. If aviaries did come, I would almost prefer the focus to be on birds that could fly but were also mainly ground-based, like waders (avocets, jacanas, curlews and the like), water birds (ibises, spoonbills and egrets) and maybe things like the kea and striated caracara.
There are also some localised regional packs I would like - near the top of my list is an 'Annamites Pack', based on the hugely diverse and threatened wildlife of the Annamite Mountains in Vietnam and Laos. The Owston's civet would be my most-wanted species, with other places potentially taken by the Vietnamese sika deer, Edward's pheasant and giant Asian pond turtle if realism is wanted - if not, then potential animals could include the saola, Annamite striped rabbit and Yangtze giant softshell turtle. Other options could include a gibbon and the red-shanked douc.
