The general hints lately seems to be that the war will be ongoing, but we'll be able to attack the titans directly. Where they go, whether they go away, move around or get replaced is anyone's guess.
I can understand the NPC's position here, though. If someone scans me I'd want to shoot them up.i only saw a fix on when doing unintentional damage and getting fines/bounty for it (thats what i understood) not for the ships actually firing on you when scanning, which unintentionally causing your automatic return fire setting to activate.
