Patch Notes Update Update 3.0.3

I came back to the game the day before yesterday. After figuring out the new system and reading the patchnotes and this thread I don't get why FD changed the bounty / fine system the way they have.
I have been playing ED in solo / group mode almost exclusively for 400 hours and stopped playing yesterday after about 10 hours into the game because the changes to the bounty / fine system are a real pain for me (and I guess many other casual players).
I don't kill npcs on purpose. It just happens from time to time in res sites or conflict zones because I am a sloppy pilot / shooter.
So now I am supposed to wait 2 hours after the second incident to continue playing? Every second time i accidentally kill an npc? Seriously?
Besides that, I don't understand how the new system would prevent "ganking" without destroying "pirating" itself after reading this thread.
Isn't there any way the game could distinguish between attacking / destroying players and npcs, or at least get rid of the 2 hour waiting time in solo / group mode?
As a casual player which had an enormous amount of fun with ED in the past I have to say I'm not going to play it anymore until there are some reasonable changes which make the game appealing to me again.
I hope there are some reasonable changes coming.
As you have guessed by now, English is not my native language. Sorry for that, I hope it's not too bad.

So you were mine bombing for a year, and that wasn't an exploit? Boy someone is a hypocrite.
Whether it was dumbfires or mines you and others exploited a game mechanic. It came to a after a long time finally, and now you complain.

Sorry I'd heard skimer missions paid well months ago. I never looked myself until right before it got nerfed. Did i find it neat? Yep

But players will regularly take an easy path for gain, it happens. Its a response to perceived grinding for credits to get ahead they find unbalanced against rebuy and module costs

From 3.0.3 you will no longer be able to access outfitting at any port whilst in a ‘hot’ ship, thus you will not be able to make any load-out changes. You’re required to first clean the ship by paying off fines and bounties issued against it. Outfitting services will then be restored.Fixed an issue where players were unable to pay off a fine they had received in their SRV after transferring back to their ship
Outfitting is now locked for players in Hot Ships, even in jurisdictions where they are not directly wanted. All currently stored modules will be cleaned
Some nice improvements listed. But i didnt see a fix for the issue many of us are facing concerning bounties that can not be paid at all. I have still been trying for the past week to rid of mine, but i still cant pay it. So, my question, is it fixed? Or did i read past it lol?
If this issue is not fixed yet, then this is going to cause even more problems for those of us with hot ships til this bug is fixed. Thats why im asking :)
I saw the one about the SRV, but thats not the case with me. I was in my ship when i received a bounty and havent been able to pay it since.

I would still love to see this new Bounty system be a little easier to "Wipe Clean"
For example, Having a notoriety of 1 shouldn't be such a pain in the booty :| Nor should Notoriety 2 or 3. See, I went to an Interstellar factor place after searching around for far, far too long to try and clean my Vette.
This guy said "Oh I can't be seen with such a 'High profile' person, come back later"
High profile, with a Notoriety of 1.

Yes, I. The Dastardly Pirate lord who accidentally rammed into a Shield-less Eagle cop in a High-res zone, blowing him to bits.
My name, feared throughout the land.

So, About 2 hours of real-time idling later, my 1 changed to a zero and I scrubbed my ship clean.
This should really change.
If someone's Notoriety is 1-5, It should be able to be washed away instantly and paid off in full, But above 5, and Clearly that person is doing bad things on purpose, and punishment should be harsher.

I see your point but the problem is that bad people will be bad and reset their notoriety every time it reaches 5 making it pointless.
Perhaps a sliding scale so that the time to clear a point increases with each point so 1 point takes fiteen minutes to clear but if you have 2 points the first takes thirty minutes then the remaining one takes a further fifteen and so on.

"Collect missions will no longer give out rewards which are wanted by collect missions from the same station"

Does this mean I can no longer check the mission boards when arriving at a new station with surplus cargo to see if I can get a better price from there rather than selling it?

Are mission time frames halted while this update is applied? I have a number of wing missions running and just missed finishing off a mission by 30 seconds when the servers went down, I was at selecting the reward screen, It still has six hours left before it expires but it is quite a good payout

Darkspire

It means that if there are missions in that station to collect Spacely Sprokets then no mission rewards offered will give Spacely Sprockets.

Balance pass on wing delivery and collect missions

Nerf missions that was already less effective than imperial slaves trading ?
(by increasing quantities to deliver by around 50% ?)

¯\_(ツ)_/¯

COMMS
PANEL
BUG

Also, if we can't access outfitting anywhere whats the point of anarchy? Seems impossibly short sighted.

We told you before this even launched. It would affect PvE players more than dedicated PvP players.

To be honest Sandro spat out so many proposals its hard to remember which was which...but I thought the superpower bounty stuff was going to be dropped as it wasn't in his last comments on the KWS threads, I may be wrong or maybe he thought it went without saying?

Either way some communication on this would be appreciated

Could you change your font colour to automatic please as not everybody uses the same forum scheme, and you never know someone might want to read your posts without having to jump through hoops first.

The mystery is whether the comms panel bug is fixed :D

There is also another comms related bug that I have not seen widely reported and at least impacts the normal completion of Planetary Scan Missions.

I have found that if you happen to get one of those random mission offerings pop up at the top of your comms message "INBOX" display while you are in the process of working on a surface scan mission, when you return back to your ship, the final "Mission Successful" message never arrives, and as a direct result, the completed Scan mission DOES NOT COMPLETE!

Deleting that rogue random mission from your INBOX does not then allow the missing "Mission Complete" message to suddenly come in and thus complete the scan mission. You have to delete that random mission offering by hitting the "X" option, fly back into SC, return to the same surface outpost and re-scan the beacon, then return to your ship. NOW the "Mission Successful" message connected to this particular scan mission will finally be received into your INBOX and the mission will properly complete.

It took me a good deal of time to track down the cause of these incidents where a normal scan mission would out of the blue refuse to complete after all objectives had been met.

The presence of one of these rogue random mission offerings, that just happens to come in in the middle of a Scan Mission process is to blame. I have not yet filed a bug report, but in the process of trying to explain it here just now, I seriously doubt FDEV is going to have any desire to look into this.

They only seem interested if the problem is very basic/black and white with little or no nuance to the causality.
