It's because it's the first time you've encountered those star types and planet type in the Inner Scutum-Centaurus Arm. Each sector has its own codex entries.
It is the first time you have found one of those in that sector.I need some enlightenment, please. I'm out the Skaude area of the Inner Scutum-Centaurus Arm and I'm seeing systems already discovered. However, I'm also being informed of codex entries. I don't know why. Here's an example:

The Codex is like the old Eye-Spy or trainspotters books full of things that others have discovered for you to tick off when you see them.
Except in the case of the Codex you can in theory add a totally new item for a sector.

That is because the codex is as odd as a very odd thing.
Approaching the half-way mark to Colonia now. Feels odd to be so far away from "civilisation".
However, I'm finding too many already tagged systems so I think I need to go vertically up or down a bit to discover a more untrodden path.

I only have two. I still wish I could buy a Cobra Mk IV even though people say it's rubbish. They should allow people to barter and trade ships with each other, I think.yeap comes with 5 bins and 3 collectors
My goodness, there's a lot of layered content to this game! Thank you so much for response, and for the link, I will get reading. I have taken the plunge and allied to a power - went lazy and just picked the one which controls the space around our squadron. Seemed a safe bet, an easy way to test the water, rather than picking a rival and becoming a target for the (many) local power-affiliated ships. Thanks again!
