Zarek possesses hearts and minds and souls of his devoted henchmen. Not numbers related to grindy game mechanics that have been broken since 3.3 dropped (BGS) or broken forever (PP).
Also, at the moment he effectively controls whatever Open mode territory of DG2 he chooses. Listings in galmap are the illlusion of control. The ability to destroy your enemies, and keep them out of system or in solo/pg is actual control. As a henchman, I roam WP3 in open as I please. The same cannot be said of those who defy him.
Sorry fanatic, your idol does not control anything ingame and does not spend cc to control systems nor has factions affiliated to him. It does not exist as a power nor a faction. Rules of the game. Try again.

Zarek Null wields control over dozens, if not hundreds, of Pilots Federation members. Nothing happens in this game without them. Whether or not Zull's mob control something as pithy as territory is moot.

As a friendly heads up I recall the Order of Mobius having a lot of trouble not too long ago and quite a few of those names are associated with Null.

It's sad that some posters think one needs to play a specific way to really be playing. Nope, it's a game, and any activities one finds fun that are within the rules constitute a valid playstyle.
One of the nice things about elite is how many ways there are to enjoy it - I don't know why anyone would want to deny this. If someone wants to just strap on a VR headset and fly circles around cleve going "WOWEE!!", that's a completely valid playstyle too.
It's ironic that some posters think I have chosen my playstyle because I don't understand the BGS and/or powerplay. I actually chose it because I do understand them.
I understand the calculations behind command capital (which is more than most powerplayers can say).
I understand the debates between transaction vs. value contributions (and my favorite possibility - log(value)).
I understand state machines and transitions in general - and understand the ones implemented in the 3.2 BGS in particular.
All that stuff yadda yadda yadda. I spent all my noob time playing in exactly the manner suggested, gradually becoming not-noob.
It wasn't until I understood all of it that I realized how little fun I would have if I continued to play that manner. It was the process of "gettin' gud" that determined my current playstyle.
[And yes I'm aware some folks understand it all better than I do - I didn't need to become the Albert Einstein of BGS before I realized I found it boring.]
awful lot of people get awfully defensive over the idea that given the option of playing socially without pewpew, people might actually take it. What's the matter, scared that you might have to admit that people don't actually want to willingly hang out with you? Quick, call them carebears or something, your right to impose yourself upon other people is under threat or something. Maybe trot out the whole thing about the majority of people playing in open - or are you worried that given the choice, people would take the option of having the social aspects of open without the adversarial parts?
Better throw around more terms like "carebear" or "sjw" to make it everyone else's fault that they don't want you around.
PVP is broken because it is an unattached activity to the game. It makes no difference to the BGS, local factions, or Powerplay. It is only a drag on players, between time and money spent, whether a desired playstyle or unwanted attention.
To fix it...make it affect something...influence something...that has something tied to the game (other than costing all players involved time and credits).
I do not really feel like twisting the knife further but.. You spent all that time and your idol has no territory? You really need to git gud.
