I don't own a carrier but I bump into them on occasion while out exploring. A lot of them won't let me dock with them. What benefits would someone get from not allowing strangers from docking and refuelling?

2) They're out in space to be antisocial
3) They have nice stuff on the markets - but don't want to sell it to you
4) They're having new carpets put in, and don't want your muddy space-boots all over them

When I sold my previous GPU and was waiting for 3090 stock I purposely docked on a FC just to be jumped around the galaxy. A month later when I finally managed to score one I found I was still in the same system I'd docked in. Disappointed.One of the problems with a FC is that if anyone can dock, then the FC does a 500 ly jump to an isolated region, the unfortunate commander can end up stranded...
and the FC owner gets some grief.
Alternatively, it could be open only to the group, so that they could achieve a specific goal.
