I don't own a carrier but I bump into them on occasion while out exploring. A lot of them won't let me dock with them. What benefits would someone get from not allowing strangers from docking and refuelling?
Why would someone limit who can dock on their carrier?

1) They don't have to worry about you falling asleep and waking up over the other side of the galaxy when they jump
2) They're out in space to be antisocial
3) They have nice stuff on the markets - but don't want to sell it to you
4) They're having new carpets put in, and don't want your muddy space-boots all over them

One of the problems with a FC is that if anyone can dock, then the FC does a 500 ly jump to an isolated region, the unfortunate commander can end up stranded...
and the FC owner gets some grief.
Alternatively, it could be open only to the group, so that they could achieve a specific goal.

When I sold my previous GPU and was waiting for 3090 stock I purposely docked on a FC just to be jumped around the galaxy. A month later when I finally managed to score one I found I was still in the same system I'd docked in. Disappointed.
They are closed for MP romance.

As I said, I don't own one so not 100% , but don't you earn funds from allowing sales of items and fuel?
I have 3 Carriers, and to save upkeep I keep all services suspended when not in use. So not much point in letting anyone else dock, really.
Also, I transfer cash between accounts by manipulating the price of 245t of LTD's that I keep on one of them (a souvenir from Borann). If I set a sell order for 5% of market value, then go to buy them with another account, and find that they have vanished because a stowaway bought them and scarpered, I would be somewhat put out.

Squadron support. My FC is posted near several CZ that are distant from stations that offer large pads. Commanders participating in the battle can easily get three R service now without having to travel very far.
I recently took part in a conflict and knocked out so many ships I became Hostile with the opposition and was unable to land at the orbiting station under contention. Fortunately for me, other players, who were only parking their FCs in the system to support my foes, let their drawbridges down so I could repair, restock and redeem combat vouchers in peace.
