They said it's coming later down the road.
A road that according to some is ten years long.
It won't happen, at least not in the ways some people are saying, "walk around stations, hop on a tram" etc etc.
To do this the entire framework of the stations would have to be redone, otherwise all you'll have is walking around and being able to INTERACT with nothing. If you give people the option to walk around inside the station AWAY from the landing pad, you'll have to make pretty much all of it a working simulation rather than simple graphics.
It would be good to at least be able to get out of the ship or SRV planetside, so if you find some wreckage or something you could get up close to it, maybe handheld scanner etc but truthfully I very much doubt "space legs" will be much more than more placeholders - scripted "walk here or there" with no player controlled FPS freedom.
You might be able to get out of your ship on a landing pad inside a station, but you'll probably be restricted to just the pad, and there will be limited interaction even then because FDev have set it up so all station interaction happens from your ship. If they added a console of some kind on the pad to do the same functions as in ship... why would you bother getting out of the ship, just to stand on the pad to do the same things?
I'm going to mention Star Citizen here purely in the context of "why ED won't have spacelegs to any real degree", because having seen the time and more importantly money the "space legs, first person perspective, out of the ship" aspect of SC and how incredibly complicated and far reaching it has been for all the other content, by which I mean INTERACTION with the surroundings.
Reading and watching the updates regarding SC and how it's developing I've learned that the "up close and personal" aspects of this sort of game are incredibly complicated and require huge resources to develop - even for just the interaction with stations and your immediate environs let alone any FPD combat aspects.
Allowing a pilot to exit his seat and walk around inside his ship will require the ship be fully fleshed out inside, which is much MORE work, especially for the larger ships than creating a new ship, and this is complicated even more when you start adding damage models as the outside damage has to reflect the INSIDE components. Current assets framework wasn't designed for it most especially ships and stations, even basic interactive content doesn't exist for a FPS perspective.
All of those reasons are why SC is taking so long and why ED will never have them, even if FDev had the inclination to do it which I truthfully think they don't.
Adding spacelegs into ED to any worthwhile degree is beyond thier scope of ability with time, staff and money..
