When they switched base code in update 14, all of the Legacy PC accounts were copied to a new database (server) and then updated for the new system. The difference is for PC, it was done autonomously and players did not have to do anything. Console players had to initiate a copy to make a duplicate on the PC, then the exact same process was initiated updating it to update 14.
They also copied console accounts to PC before, its not an issue with ownership; they did it before and it worked just fine. Certain things were not transferred, like ARX balance and a few others, but the process was relatively complete. The copy process is the same going from Legacy console to Legacy PC, exactly the same as it was before.
Only issue there may be, are bugs. When they first released the update, it had bugs. If they changed/updated the base code to fix these bugs, I can see there being an issue if there are discrepancies between the original code and the updated/fixed code. This would be an issue from Legacy PC to Live PC transfer, not an issue from Legacy Console to Legacy PC.
I would be (and many other people would be as well) thrilled if they even just did a Legacy Console to Legacy PC transfer in the interim while they sorted out the code discrepancies between Legacy PC and Live PC.
I must have missed the post saying we would get a free copy when the copy is reinitialized. I know they did originally, but did not see it posted when they reinitialize the copy process.
