Sounds like the Scottish Highlands to me. It’s hypothesised (by me) that the Orkneys and Shetlands were colonised because the wind blows all the midges away, and this was considered a fair trade.
Yup, very few midgies up here...since there isn't a day we don't have wind and there's no trees or sheltered bits for them to lurk under. Compared to the 'meanbh-cuileag' hell of the highlands where I grew up...this is a paradise :)

As for midgies (Scottish variety)...did you know that it's only the pregnant females that bite and they never fly any further than 50m from the fresh water puddles or damp soil where they hatched? For every 2m of Scottish soil, there averages around half a billion midgie eggs. They also spend most of their lifespan as larva, once they pupate, their average lifespan of flying and biting things is only 1 to 2 days...it's the one insect we have in Scotland that by all rules of nature, truly belongs in Australia...

Is this more or less "never seen before" than making elevators work?

Moving down to Ayrshire coast in my mid teens was a revelation, I assumed everyone had them!

Got it. I never thought Scotland was so damp. Finland, yes, with all the water bodies.
