I'm taking a wait and see approach here because we don't even know what this really means yet...but we'll find out soon...
 
I'll be honest I don't take in a lot of stuff from Livestreams cause there's too much going on :) But I would be very surprised if they've created one. Setting goals and receiving perks for them was the closest I remember.

Being able to create and tailor missions to a specific type feels very much like it will end with people just spamming the most optimal mission.
I assume we won't get a full custom mission system. Something like Community Vanguard Goals is more likely imho. Have your members collectively gather some commodities and drop them off at a Vanguard MS, contributors get rewarded according to their participation bracket, paid from the Vanguard treasury.

I think that would fit Elite's current "theme" of letting players use the automated systems/game mechanics that already exist.
 
Call me cynical but I will be surprised if players have any more actual ownership/control of an NPC faction than they do already.

A player led faction could work just like an NPC faction, except it is created and named by players. The mechanics are the same. A name filter would prevent inappropriate faction names or choose a word combination from a preapproved list.

I'm amazed that all some commanders want is NPC interactions in an update that appears to be focused on human teamwork... Not really interested in micro managing NPCs myself.

I really don't hold out much for Vanguards. It seems like everyone I ever teamed up with has left the game and with pp2 I feel a bit limited to joining up with fellow Aisling pledges and with 2 colonies in active development I really don't want to wander far from my systems.

Beyond the fact that my recent experience with attempting to find someone to play with ended poorly with a group who seemed like they were all much younger than me inspite of the fact that the website said it was an older bunch. Not that it bothers me, but the talk would quickly turn political or devolve into the greatest drinking exploits. The final straw was an evening were they spent mostly disparaging southerners and the south in general.

Yeah, sorry, not holding my breath for this update...

You should have joined us lot, we remember steam trains, playing on the streets and when a chocolate bar didn't need a mortgage...

I thought the divide was usually drawn at Watford Gap nearly 70 miles north of Watford.
 
That's what PMFs currently are.

Applications for Player Made Factions were closed in 2023. It was not user-friendly, because it required manual approval and a manual update to add the PMF to the game. The new player led factions mechanic should be easy to use. For example:
  1. Dock at a station.
  2. Go to the factions desk in the Concourse
  3. Select create player faction
    1. If you're already in a faction then you must leave it first.
  4. Choose allegiance: Independent, Alliance, Empire or Federation
  5. Fill in a name (or word combination)
  6. Create a logo (select colors and symbols)
  7. Add a description (text, this can be changed later)
  8. Pay a fee for registration
    1. It could require a minimum of 4 players to co-sign the registration. They can leave after its created.
  9. Your faction is now in the game.

Only if the Mason Dixon line is a freeway services... (sorry, very British joke, Watford Gap services is an ancient truck stop (or carriage / coach) in the Midlands.
Was the last real "Greasy Spoon" services.)

Named after the nearby "Watford Gap," the lowest point in the limestone ridge that separates the England into two parts, the civilized and the northerners!

Where though?

This was the main issue with adding new PMFs. Sure you now have a load of newly colonised systems, but are you proposing to just start chucking new factions into the BGS in random locations?

This could be the location where you register (establish) the faction or a colony if you're an architect. 1 player could create only 1 player led faction.
