It wasn't an unbalanced payout for Elite cmdrs, maybe for new commanders but then lock those missions away behind rank instead of just nerfing everything. Payouts are so low across the board for all but passenger missions, I mean a novice delivery missions pays the same as elite assassination.
After 1500 hours Upsilon was the first time I had the freedom to actually try a bunch of new things out. Not through lack of effort or skill, I had put far more in than many who complain that people don't want to work hard enough for it, only for much less pay because I chose to be a soldier instead of a hauler.
If you can't afford organically to buy and kit out a ship in the game after that much time, pay is too low.
I have killed enough in the name of the Empire that Aisling, would have bought me my own personalised Cutter by now, so yes Upsilon absolutely acted as an equaliser.
