Minor fines and service denial.

As i said, just an idea.. but im sure with constructive chat we could figure that out.
Module damage could easily be factored in. If your life support is about to fail...well thats considered life threatening. Where as giving someone a flat tire is not a cause to murder them.

Im a firm believer that simplification can be simple. Its just us as humans love to complicate everything.

Your idea is already more complicated than the current implementation and we haven't even started to point out issues and loopholes. I'd say that's a pretty bad performance for something that aims to simplify things.

If you want to get rid of accidental friendly fire I suggest we wait until FDEV introduces NPC communication (it's something they have planned for the future) and integrate an apology mechanic. That's simpler. But not without issues, what happens when someone gets wanted because of FF, you attack him and meanwhile his target accepts the apology and he becomes clean again? There is nothing simple about game development...

IMHO anything that's below a Murder Bounty and that does not qualify as a "capital offense" should be treated as a generic Fine (no Wanted Status).
All Station Services unchanged, you just have to pay up within a certain timeframe. Only if not paid (i.e. 24hrs) it shall become a Bounty with the usual consequences.

So all smaller accidents or that stray fire shot (or possibly a bug as it stands now) that gets you a 75-400Cr Fine should be just that - accidents, no foul and no harm intended. Dock & pay and be done with it.
This keeps the normally clean guys out of unneeded/overreacting trouble while changing nothing for dedicated Criminals or Killers etc.

The fine line between accidental fine and actual Bounties needs to be drawn. Otherwise, I see no point in the System making no difference between a Parking Ticket and a Terrorist that just happens to be at Notoriety 0 for the time being.
The Parking Ticket should be possible to pay off on location, while the Terrorist taking a break naturally shall look at the intended restrictions.

Sounds reasonably easy to fix that way to me and it would make alot more sense.

Well you do need a system that makes you a legal target. When you attack someone you need to get wanted, otherwise he wouldn't be allowed to defend himself / get help from security. If someone is blocking the pads or letterbox he needs to get wanted because otherwise the station could not get rid of him. Sure, you could add a system that removes bounties below 1k after 10 minutes automatically but people already have a hard time understanding the current (pretty simple) system...

Or is some internet not as good. Mayne have the interstellar broker if you want to travel a bit and get a lesser credit cost but locking out stations for stupid smaller than 100000 is likely to turn new players off

The only thing is why fines trigger the anonymous protocol? It's the only
thing that puzzles me. It's like getting your first parking ticket and then having to change your identity to pay it off. I have recently purchased a conda after being in game what 2 yrs on the Xbox and I was not speeding and got clipped by a type 9 , I was taking it easy as new ship don't want to scratch the new paint ect thought I had angled the ship so it didn't clip the type 9 stubby wings but grazed it and got a fine for blocking ( I think) anyway got a fine , paid it no problem but it doesn't make sense that a minor civil matter triggers a what feels a criminal protocol
