This is COMPLETELY INSANE. You are telling me that because a few folks couldn't handle cleaning their ship before swapping modules that now, as a pirate, I cannot swap ANY of my modules even while in an Anarchy system without paying off my bounty? This is a complete KNEE JERK REACTION, and we will not stand for it. At the very least you MUST allow us to be able to swap hot modules for hot modules or our pirate ships won't be able to even swap in a fuel scoop for travel to our next pirate gig.
Oh, thank god. The lack of symmetry on my Vulture pulse paint job was a real headache.
Let me navlock to my wingmate so he can confirm it works- uh oh comms panel is broken again. That's okay, it's not as important as paint symmetry.

Outfitting of ‘Hot’ Ships
We’re changing the crime system when it comes to ‘hot’ ships.
The reason for this is that the system of cleaning ‘hot’ modules in storage was creating an unfair punishment, where commanders were removing modules from ‘hot’ ships that only had small bounties on them and then discovered that the cost for cleaning ‘hot’ modules was dramatically more expensive!

I don't really know why the Law Abidding Citizen could not just be show a messages saying "You have 200Cr fine that's about to become a 14MCr cleaning fee. Do you want to: a) Continue Anyway, b) Pay the fine, then Continue, c) Cancel".
Simple, no?
This was always on the cards. It was far to quick in 3.0.

Crying about some things getting fixed and others not isn't really fair. I get that there's some game breaking bugs that need to be addressed right now, but I doubt the art team that did the tweaking on the paint job was gonna be very helpful fixing the comms panel bug.
We need a response, even if it's just "We are re-evaluating". Shutting off outfitting EVERYWHERE for hot ships is completely nonsensical. Putting in a failsafe warning about the cleaning fee when trying to store a hot module makes far more sense
- Fixed assassination missions showing players the target mission system prematurely
- Collect missions will no longer give out rewards which are wanted by collect missions from the same station
The reason they gave for the change sounds like a pretext to me.. It looks like they were unsatisfied with the level of punishment and decided to crank it up.
All this change will do is further marginalise piracy and increase ganking, because that is never really affected by any of these crime updates (especially as how bounties now only apply to ships, not players).
