If there are other suitable stations then fly around and visit them. I've had permits not spawn for quite a while, then suddenly it starts getting offered.
 
I got my Permit for PEREGRINA in HIP 18609

Yeah, that's where I was at. Figured it out, though. I was on a surface base (Wisniewski-Snerg Plant) with a large ship. On a hunch, I headed back to my home system and changed my Corvette out for my Asp-X. Returning to HIP 18609, I docked at Kessel Legacy (medium pad) and found the permit mission available. I suspect the game wasn't spawning it for me as I was on a surface installation instead of an orbital one.

Interesting - pretty sure I picked up all mine from orbitals, so that may be a limitation. (I believe the permits were all in place before Horizons). Glad you got it sorted :)
 
Anybody know anything about the Alpha Hydri permit?

Surprised that it isn't listed in the OP, even though people have been discussing it for years.

I see EDDB has no stat's on Alpha Hydri which, presumably, means nobody's ever got in to provide them.

Also, I see Reddit is full of people talking about how you obtain the Alpha Hydri permit as a result of gaining fed' rank.
I guess comprehension skills on Reddit aren't all they could be. [sad]

Actually it is listed....under the uninhabited section. And no I didn't edit the OP this time. :D

Are terra mater blood bores available again? I don't see a group called "elite division". Perhaps they were moved? And terra mater brotherhood appears to be in power again.

Also updated the Terra Mater part. I'm sure the player group who owns the system is going to be quite peeved if I just unleashed an army of terra mater permit holders against them. :D
The situation in Terra Mater has changed recently. The player faction that was there (and in charge) is no longer present in Terra Mater. I guess it has been moved by FD, possibly with their agreement.

The Brotherhood is now in charge. So the blood bores are for sale again. But an army of permit holders would be welcome, as the Brotherhood is pretty close to expansion. More systems to earn the permit would be good.

In any case, it should be easy to put the brotherhood back into power in Hecate.

Actually, I think you'll find there will be serious resistance from the local PowerPlay faction who spent a lot of time driving BoTM out of Hecate in recent times. You would be better served trying to parlay with them before going too crazy trying to spread BoTM around.

I think this is happening. But the Brotherhood don't need to be in charge in other systems to make getting the permit easier, just present.
 
Or better yet, just take control of a major station or planetary base from a non-controlling faction. Most of the time, the randoms and permit hunters would boost up the faction enough to stay in a strong second place pretty much indefinitely.
