The only other station that doesn't let you disembark (that's not under thargoid attack) that I know of is a surface port on a planet that has too high G to disembark (it still says restricted by port). There might legitimatley be stations that don't have a concourse installed, but that's hard to check for.
If it's a bug then jumping out/back in to the system and/or relogging might fix it.

This is the station info in game, concourse service seems to be actually missing there.

Odyssey settlements don't have a concourse, megaships rarely do and horizons engineers mostly don't (Abel Lab in that list actually does iirc) so the only true outliers would be proper stations/outposts or planetary ports.
If you are conveying an illegal rare they will be banned in specific jurisdictions.I came across this a couple of weeks ago but got distracted when I should have asked sooner: are there many orbital starports where disembarking is restricted?
Here is the one I encountered: Jyrki JJ Kasvi Point in the Ahti system. I see this message:
No idea why it is not permitted to disembark there. I can disembark at the small outpost that orbits the same planet.
Doesn't actually stop you disembarking though

And if you hit 'Edit' on the first post there is an option to allow edits from Collaborators
(I think it is pre-checked)
No idea if it works, though I think I've seen others playing with it.
