I had a thought last night while I was flying around on DW2: Why did ED:Horizons ps4 pre-order players only get a free gold paint job for a ship that most of us never used after finishing the first day in game, yet PC and Xbox player were given the Cobra Mk4 for pre-ordering the exact same DLC that we have?
I thought (may be wrong) the reason for it was that at the time Horizons came out on PC and XBOX, commanders had already bought the base game. The need to may players make a second purchase, Horizons, needed something quite substantive, otherwise Frontier would have a dead duck on their hands. The pre-order bonus was way of generating people across onto Horizons. To generate the hype / buzz / attachment rate for Horizons, the 'pre-order Cobra MkIV' was created.
When it came to PS4 launch, the same driver wasn't there. Horizons was an already established and Frontier didn't need the money of people moving from the base game to Horizons.
I personally think that they didn't think that any sort of pre-purchase incentive was needed on PS4 and when asked, thought throwing a shiny paintjob at the PS4 commanders would be sufficient.
I think that they
could have provided a cobra mkIV at launch for PS4 commanders buying Horizons without falling foul of their 'exclusive' claim on the PC and Xbox as it was a different platform but they didn't want to upset PC / Xbox commanders who had missed the boat between Horizons release and PS4 release.

could have provided a cobra mkIV at the completion of the Horzons release arc / start of the Beyond release arc, stating that the exclusivity was just for the period of the Horizons roll-out but they haven't
I think that they
could provide a cobra MkIV to all commanders with Horizons now by retiring the base game as a standalone and releasing a Game-of-the-year combined game, simplifying their SKU proposition. The latest ships are already limited to Horizons commanders, the cobra MkIV would just be another one of them. But they haven't yet.
Unfortunately, a couple of Cobra MkIV owning commanders have made sensible discussion on the subject so toxic that there is no easy way forward. If Frontier even acknowledge that they are possibly thinking about providing the ship to anyone, these commanders come out of the woodwork crying FOUL. Some of these commanders claim it is not worth flying, but at the same time don't want PS4 commanders to find out.
@Frontier, Think about the potential revenue stream from Commanders buying paint jobs or ship kits for the Cobra MkIV vs the noise generated by a couple of commanders claiming that Frontier went back on their word from four (or more) years ago. The ship is already built. We can see it flying in / out of stations, commanded by NPCs. I don't think that it would be too difficult to remove the block.
You have the stats to hand. What percentage of hours have been flown in a cobra mkIV in comparison to every other ship? There are 38 ships available to purchase in game. I would be willing to wager that the Cobra MkIV does not make up 1/38 of flight traffic
