No it doesn't. It just means you can buy cosmetic upgrades for the bases you build, just as we can do for our ships now.

I think that bases will be functional and that the purchasable buildings will be skins that replace the appearance of in game assets (think sword or armor skins in RPG games.... does nothing for the stats of function of the weapon, just gives that sword a cool fire animation, for example.)
ED isnt going to go Pay to win I dont think either. There is no end game, and nothing to really "win" anyway
