This would at least give multiple slots some meaning.
As it stands, my CMDR has three Elite ranked crew on retainer at all times, as I (used to, and will again, once certain bugs are resolved) use them heavily in PvP. I expected them to die and I expected to need to have backups on hand to always be able to field an Elite. This took planning and forethought. This made loss relevant.
If I can just buy them back for a few percent of the already trivially low rebuy cost of a ship (any ship), then all of that is meaningless and everyone will have an Elite at all times, with essentially zero downsides.
I'm not a grinder either. I don't farm credits or materials. I don't even go out of my way to rank crew, they do that all by themselves while I do BGS CZ work from an SLF. Even starting from Harmless, NPC crew, given control of a PvP Corvette, can win CZ after CZ and be Elite rank in a few weekends, with minimal handholding.

They should be barred from the game for cheating, not having their cheating validated by consequence free mechanisms that make cheating redundant.
That's true, but there are other, better ways to make those extra slots worth something.
For instance, they could make pilots specialize in a particular fighter of your choice when you hire them, so they get bonuses when using that type of fighter. Or maybe, someday, they will let us launch multiple fighters from large ships like they intended to in the beginning.

Ideally (personal wish), we could also opt to rebuy crew at a later date via some kind of cryostorage or cloning tech contact at high tech stations. This way you wouldn't need to keep a ridiculously high balance out of constant fear of losing one's crew.

WhySo NPCs have found escape pods and it's still worth 10 imp slaves to get them a cab back. My verisimilitude is hurt right now. Should be at least worth two full days of core mining.
