I think the most likely outcome for this year is a end of June Africa 4 + 1 pack, an end of September Europe or NA 4 + 1 pack, and then a big Aviary pack with anywhere between 8-12 aviary birds in December, just before holiday break. Then hopefully at least one more year of content

Heard several people comment that "building content" is in the free update. (disagree but not starting that discussion)
But in the end that's basically saying that the builders don't have to buy the DLC for "their" content.
Which is currently happening for quite a few people, not buying or waiting for the discounts. Saw your comment on not buying the DLC (yet)
You can discuss what might be right balance for DLC but you want DLC to appeal to most players. That's how i look at this and to me that differs per theme. (imo SEA dlc could've used the roof building pieces)
Not saying it could mean longer support when you buy DLC but not buying DLC is not interesting at all.
And some users on this forum comment you can/should move to other games if you want to build, in short: be careful for what you wish for.

I do agree @NL_Mutso building sets have always fallen under the paid dlc content. I like both animal and animal/building pieces packs. We definitely need more regular building pieces you commonly see at zoos and themed isn’t terrible either. It does take both to pull off a zoo game otherwise everyone’s zoo would look very similar. I’ll admit with the latest leak that I thought for sure it would be a all animal pack which it still could and maybe the rest of the tags were not on there for whatever reason but I’m not disappointed. If the leak turns out to be true we’re getting 3 of the most requested animals in game so not much to be disappointed with. Now I know I shouldn’t bring up the leak but let’s face it the cats out of the bag so acting like it didn’t exist is pointless. Tho like I said I wouldn’t be surprised if frontier mixes it up a bit now.

Chante's comment before she left was that Frontier wasn't finished making building pieces. Which is great. I don't think many people would want Frontier to stop making building pieces altogether forever. In fact, I haven't seen many people suggest that, despite the claims that are made about it.
But that comment didn't necessarily mean a return to the 200+4+1 model, which had raised concerns for so long. Nor did it mean that the only choices were alternating between animals only or 200+4+1. There were (and still are) lots of other possibilities there. 150+5+1. Or 100+6+1. Or 50+7+1. Or ... To say nothing of even more outside-the-box options.
For me, the (speculated) disappointment with the next (speculated/leaked) pack being 200+4+1 wouldn't so much be that there might never be a pack that happened to have that ratio at any point over the next few years, but that an immediate return to that ratio after only one shot at something different (and four consecutive shots at 200+4+1) feels like such an artificial limitation of the available, imaginative options.
Personally, I'm still holding out hope that the leak/speculation reflected only their initial, confirmed plans as of the launch of 1.5 (or 1.5.1 if that's where it was found), and that increased sales and play rate of the animal pack might lead them to add some more animals in time for this next pack to actually come out. (Lest I be misquoted: I'm not saying to strip out or subtract pieces they're working on -- just add once they see how popular having more animal is).
In effect, I'm hoping that what's happening is that Frontier started planning for the next pack conservatively, using the longstanding, lopsided biases that had created the first four packs. But that they also left some space in their plan to see how the experiment with more animals worked out, and are actively having the same discussion internally that we all are here on the forums about what the balance can be going forward (informed by better data about actual sales and playtime, which I fully admit could be working for me or against me!).

Africa Pack animals certainly were made before SEA pack release. They didnt know how popular animals only pack would be. SEA pack was their experiment and they are collecting data now. Next 2 pack for sure will be 4+1 format, since creating animal is long process, Africa and X(next pack) roster is locked. Maybe later this year frontier decides whether the SEA pack has lived up to expectations or not.
Next 2 packs are planned for sure, but I wouldn't say they're locked, simply because they still have roughly 3 months ahead of the next one, and 6-7 ahead of the following one. Africa Pack animals were started before the SEA pack but nobody knows whether they're already finished or not. We also don't know whether those 4 will be the only ones or if we'll get more. Evidence suggests that at least 2 more animals can perfectly be done in 2 months, specially if they're heavily based on existing rigs (scimitar-horned oryx, for instance).
We still don't know if the animals leaked are going to be all part of an African pack. When the king penguin and seal were leaked, sun bear was leaked at the same time, but they were both part of 2 very different packs !
That's just speculation, but what if the white rhino, meerkat and fennec fox were part of a desert 4+1 pack (with North African architecture that fits the desert theme), with one more animal to be revealed ? And the cape penguin was actually part of a future 7+1 African animal pack ?

Yes. This is what I had in mind, at least as a hope. I like the distinction between "planned" and "locked". They could still have the option to add something that can be done relatively easily or quickly, but still look good.
What I believe is that since Q3 is covering Africa, there should be a Animal/Building Pack as well as an Animal Pack alongside it, considering two of the animals currently leaked wouldn't be too hard to render, and several other wanted African species are pretty easy to make now
