While the real problem is that:
1: Fdev seems to consider Horizon 4.0 as a mere demo and that
2: As such, Odyssey players aren't able to downgrade to Horizon like they used to.
 
If you are just a gamer, why would you like to know 'corporate' reasons? Sally clearly stated in the OP that they won't discuss any instancing situations here, they have the right to keep technical and/or marketing reasons for insiders only.

I just can't see the problem here, lets say your 'squadron' consists of 15 friends; if 10 of them already own Odyssey, given the other 5 just tested AND LIKED Horizons 4.0 and it runs fine on their machines, they can simply buy Odyssey (or the other 10 can gift them Odyssey if some can't afford it, you're friends after all!), problem solved. If, on the other hand, the 5 non-Odyssey owners, can't run Horizons 4.0 decently on their machines, then all the group can join in 3.8 as always, problem solved. Easy as that.
There is one small nuance. I will not write it, because this is not a topic or forum topic (read my signature)

4.0 isnt a demo...... it is the only supported version of the game outside of odyssey. it will get the narrative going forward that 3.8 wont get.
3.8 is in maintenance mode.
 
Is Horizons 4.0 not available on the Epic Store?
It's available for my Epic alt (but via the Frontier launcher, not the Epic launcher)

As an example. Anyone used to play wow back in the days?
I remember the graphics being upgraded around the time of some expansion. Everyone got that for free.
But to be able to play together in the dlc content, you had to buy the dlc.

Well clearly the post from bruce earlier didn't get the message that Horizon 4.0 wasn't just a demo
4.0 Horizons has never been on sale. It has only been made available to non-Odyssey players as an optional upgrade to try the 4.0 engine.

Err no, Odyssey players can downgrade to Horizons (3.8) like they used to, nothing has changed for Odyssey players. The only new situation is Horizons players getting access to a new version of Horizons using Codebase 4.0 in addition to 3.8. The complaints are around instancing still being segregated like it has been for last 18 months.... so no change there either.
 
The biggest reason people didnt buy Odyssey looking at comments was anticipated performance hit and visual quality from the negative publicity at launch, if your entire business plan rests on hitting numbers of sales that are not reached then you need to react, people on here seem to be utterly clueless about business. I thought Frontier might instead go all in on a new DLC and put Odyssey behind them but it appears that getting more players onto Odyssey is still a strategy, or more importantly focussing on streamlining development (we had console development and Windows 7 testing removed and now concentrating on a single codebase) plus enticing people to part cash for the DLC is.

After all they did sell 8 million Horizons units, mostly on the free Epic giveaway. Thats a huge number of potential customers for an upgrade and dwarfs this idea that people suddenly will stop playing because they are not in the same instance when in fact we have had that very situation of split instancing for well over a year now. Looking at the types of discounts that Frontier often do on their products it really is a bit pathetic to suggest that if instancing is so important for some that they can not pay the price and if they really are stubbornly against it then nothing stops them playing together on 3.8. So its not like you can never go back!
Some don't care about open being split on PC for sure, and a significant number of players did not stop playing when Ody launched either. But the detriment to multiplayer (in particular open mode) was one more thing attriting player numbers. The situation now is that we go from 2 open play instances that I can access, with a smaller post-May 2021 player population to occupy them (already "bad"), to three, one of which I cannot access. I use 3.8 for VR, pancake with Ody. This change will reduce the likelihood of player encounters in 3.8. That's the detriment for me personally (and I'm not covering any of the positives that come with H4.0 more generally). It's not a matter of the pennies I'd have to spend to access Horizons 4.0. It'd be a whole new CMDR I'd have to work up for very little reason (or indeed the grand or so I'll need to spend for VR to be usable in Ody so I can leave Horizons behind altogether). I'm not losing my ship over the whole thing here, it's just I want to clarify, and make clear that it's not something to dismiss out of hand, if you care about open mode multiplayer (I'm not saying you do, but I think FD should).

I'm not sure I understand this very well.
You seem to me missing the point that now 3.8 isn't a thing supported anymore, and that it's just there to not alienate the vr ship driver (There's probably more than this, but idk)
As I understand it, any new future narrative update will happen on Horizon 4.0. 3.8 Is just a relic of the past
