The premise is not valid though? You only have to win a war against the controlling faction in their own home system.
And then keep it...

Killing authority and/or innocents and staying in the shadow. Is it possible ?
As far as I know, once you start killing authority ship, you have bounties on you, that can be seen in the bounty report in the station. So your opposite could see your name actually.
It seems that just black market trading and missions are the only way to disrupt a system and staying in the shadows. no ?
The proposition is that minor factions can only be challenged for control of a system by a war, and therefore a large player group only has to fight in one system at a time.
However this is not true, the only system that requires a war to remove the controlling faction is their own home system. Any other systems they control they can be removed from by a retreat.
- depends on the top 5 numbers on the bounty report. you'll only show up if you have a bounty high enough to show up there.
- there are obvious work-arounds, like suicide-winder.
- you can "disrupt" a system without any illegal activity by working for the other factions (to reduce the system controlling factions influence) or the wrong faction (to trigger conficts). generally that#s more effective than to target a specific faction.
Thank you for the answer. But do you know when this report is generated ? Is it at every tick or before or in real time ?

Top 5 bounty boards are close to real time (when they are showing) - we regularly use them to track and intercept terrorists

Imo it seems to be a rolling 24 hour period that changes every hour
But - they also show you in every system the factions are present, not just where you committed the crime. So they tell that someone is doing something, but not exactly where.
Question on specific faction bounty hunting.
Some people I have spoken to say, Never shoot your factions ships even if wanted. Some say shoot all wanted ships.
If I want to increase Faction A`s influence by collecting bounties for Faction A.
My question is Does killing Faction A ships to collect a wanted bounty decrease Faction A`s influence because one of its ships was destroyed, and then Increase the influence because the bounty was handed in for Faction A ?
Or does killing a wanted ship never decrease the influence of faction the ship belongs to.
Just want to clear this up.
Thanks,

this. the effect of shipkills is VERY minor (around -0,4% influence for 15 shipkills back in 1.3. in a <2000 population system, and this got even reduced in 2.3.), while the increase by a single bounty redeem is huge (around +1,8% for a single bounty claim in a similar system for a faction at ~30% influence in recent testing).
you can see the effect quite clearly during lockdown (were only losses of other factions let a faction gain ifluence, and bountyhunting is made to reduce the lockdown - the faction in lockdown will gain influence by other factions loosing influence via shipkills of wanted ships).
which means, if you are redeeming bounties often, which you should if you want maximise influence gain, you'll gain influence even if you shoot wanted ships of the faction. also, concerning RES hunting, it depends on which faction spawns most pirates, and which position in influence the faction which you want to raise has in system, as the losses of other factions via shipkills are distributed as gains to the other factions. what you shouldn't do is sitting in a res for several hours and shooting hundreds of ships of the faction you want to raise influence for, and then cash in once.
